England Has a "Happiness Tsar"?

A prominent Catholic cleric in England has accused Disney of "corrupting" children by promoting materialism.

Frankly, his argument is silly.  At least Disney classics feature the concept of the conflict between good and evil -- a refreshing change in a culture that, too often, embraces the concepts of moral relativism.  Of all the potential sources of corruption for children existing today, Disney hardly seems to be at the head of the pack.

But the most arresting part of the linked piece is a reference to Lord Layard, described as Britain's "happiness Tsar."  England has a "happiness Tsar"?
