UNITED NATIONS — The U.N. special coordinator for the Middle East peace process says a “profound and persistent deadlock” between Israelis and Palestinians is slowing efforts for a permanent status agreement by September.

Robert Serry told the Security Council on Tuesday the two sides’ failure to meet their earlier agreed timeline for a September accord is “dramatic.” He is calling on both parties to work toward a two-state solution, and on the international community to help them.
