Colorado district using competency-based learning

Westminster is the only school district in Colorado to use a competency-based learning model, but is it working? Competency-based learning is a departure from traditional schools, which educate based on grades. In this new model, students are grouped based on subject proficiency and move to the next level whenever the current level is mastered. While the district remains on a state watchlist for low-performing schools, performance is improving.
