According to Bay News 9 — my local station growing up — "the money from the federal government program [that was used to purchase the iPods] cannot be used for salaries or bonuses, but must go towards other expenditures."
According to the administrators of the program, the best way to serve developmentally disabled students is to give their parents iPods rather than hiring more teachers, or rewarding good teachers with higher salaries.
