BRASILIA (Reuters) - Brazil's House Speaker Rodrigo Maia said on Monday that an overhaul of the costly social security system will be hard to achieve if the bill before the lower house does not get approved by February next year, an election year.

Maia told a news conference there is room to discuss a longer transition period for public sector employees, but insisted that the government will refuse to give up another penny in fiscal savings. The current version of the bill, which failed to win enough support to pass Congress this year, will save 480 billion reais ($146 billion) over 10 years, compared to the 800 billion reais originally planned before concessions were made.
