ELMAU, Germany (AP) — President Barack Obama says the Pentagon is still working on a plan to accelerate the fight against Islamic State fighters in Iraq.

Obama says "we do not yet have a complete strategy." He adds that's because the plan requires commitments from the Iraqis.

Obama says one problem is a lack of Iraqi recruits in some areas where the U.S.-led campaign is ready to train fighters. He says another key is getting Sunni tribes to do more to counter the Islamic State. Obama says those tribes have had successes but not quickly enough.

The fight against the Islamic State was among the issues discussed during Obama's two days of meetings with world leaders at the Group of Seven summit in Germany. Earlier, Obama met with Iraqi Prime Minister Haider al-Abadi.
