KINGSTON, Jamaica (AP) — President Barack Obama says he'll decide soon whether to remove Cuba from the U.S. list of state sponsors of terrorism.

Obama says the State Department has completed its review of the question. He is signaling that Cuba will be removed as part of his diplomatic outreach to the island nation after decades of isolation.

Obama says the list is a powerful tool to isolate countries. He says it's important that there is strong evidence that listed countries are in fact supporting terror. And he says the list will change as circumstances change.

Obama spoke to reporters Thursday in Jamaica after meeting with Prime Minister Portia Simpson Miller. In the evening, he heads to Panama and the Summit of the Americas, which Cuban President Raul Castro is also attending.
