Libyan opposition appeals for cash

Libya's main opposition group is appealing to foreign nations for urgent infusions of cash and says a meeting of countries supporting NATO action against Moammar Gadhafi (MOO'-ah-mar gah-DAH'-fee) will be a "total failure" if financial assistance is not forthcoming.

The finance minister of Libya's Transitional National Council, Ali Tarhouni, said Thursday that the international community does not yet understand the needs of the Libyan people and has not matched pledges of aid with money. He said the council wants to use frozen Gadhafi regime assets as collateral for loans to help provide for the Libyan people.

The rebel group has been appealing for diplomatic recognition and financial support with mixed results. Tarhouni spoke to reporters on the sidelines of a meeting of the Contact Group on Libya in Abu Dhabi.
