MIAMI (AP) — The last Russian prisoner at the Guantanamo Bay detention center has been approved for release.

A review board determined Ravil Mingazov meets the criteria for release after nearly 14 years at the U.S. base in Cuba. The 48-year-old Mingazov is a former ballet dancer and member of the Russian military who U.S. authorities said fought with the Taliban in Afghanistan.

The Periodic Review Board concluded he was a low-level fighter and does not pose such a risk that he needs to remain at Guantanamo.

Mingazov does not want to return to Russia and has asked to be allowed to join family in Britain.

The review board statement Monday does not say where he will go or when he may be released.

The U.S. holds 76 prisoners at Guantanamo.
