PHILADELPHIA (AP) — Power is being restored to Philadelphia Airport a day after a record rainfall caused flash flooding, power failures and flight cancellations. The National Weather Service says 8.02 inches of rain fell in the city Sunday, shattering the previous one-day record of 6.63 inches set during Tropical Storm Floyd on Sept. 16, 1999.The deluge caused a power failure at the airport. Airport spokeswoman Victoria Lupica says the torrential downpour Sunday flooded a substation.Electricity was being restored to sections of the airport by Monday afternoon, and Lupica says service is slowly returning to normal. The airport expects to resume full operations by the end of Monday.American Airlines says it canceled 10 flights Sunday and seven flights Monday because of the power failure and weather in Philadelphia.
