The father of a suburban Philadelphia girl found slain in a trash bin doesn't fault police for not arresting the suspect after a previous encounter with his daughter.
Eric Kauffman says 9-year-old Skyler might have been killed Monday even if police had detained him after his daughter and her friend found themselves locked in the suspect's apartment.
The girl and her mother lived in Harleysville with Kauffman and his parents until January. Police have charged a neighbor at their Souderton apartment complex, 24-year-old James Lee Troutman, with raping and killing the girl.
Authorities say they did not have evidence a crime occurred earlier, when the girls apparently went into Kauffman's apartment to use the bathroom.
Skyler's mother, Heather Gebhard, believes police underplayed the situation..
