Summary Box: FCC to study rules on TV signal talks

THE REVIEW: The Federal Communications Commission is expected to launch a review of the rules that govern negotiations over the fees that cable, satellite and other video services pay to TV stations to retransmit their signals.

THE GOAL: The FCC wants to do more to avoid TV signal blackouts that occur when broadcasters pull their programming after negotiations with pay TV providers break down.
