Summary Box: FCC adopts Web traffic rules

THE VOTE: A divided Federal Communications Commission voted Tuesday to adopt new rules to prohibit broadband companies from interfering with Internet traffic flowing to their customers.

WHAT THE RULES DO: The rules bar phone and cable companies from favoring or discriminating against Internet traffic traveling over their networks.

THE REACTION: While public interest groups complained that the rules do not go far enough to preserve an open Internet _ particularly on wireless systems _ Republicans said the rules amount to unnecessary regulation that will stifle investment in broadband networks.
