GENEVA (Reuters) - States backing Syria's peace process must stop the warring parties from attacking unlawful targets such as hospitals, U.N. war crimes investigators said in a statement on Wednesday.

The U.N. Commission of Inquiry on Syria said it was paramount that states seeking a peaceful end to the conflict ensure that the warring sides protect civilians, but aerial bombardments, ground shelling and rocket fire had been consistently used in recent attacks on civilian areas.

"Failure to respect the laws of war must have consequences for the perpetrators," the commission's chairman Paulo Pinheiro said in the statement.
