Interfax: Russian officials deny transgender driving ban

MOSCOW (AP) — Russian officials have denied that a driving ban imposed on those with psychological disorders would affect transgender people.

Russian Health Ministry spokesman Oleg Salagai said in comments carried by the Interfax news agency that "sexual orientation... is not a mental disorder." He said the ban would only target people with extremely serious psychological conditions whose "mental reactions ... make driving a vehicle a source of danger."

A driving ban passed Dec. 29 by the Russian government sparked outrage because it listed numerous medical conditions including "mental and behavior disorders" defined by the World Health Organization — which incorporate gender disorders such as transsexualism — as a reason for disqualifying a person from having a driving license.
