Cleveland police cadet who fired on vehicle is not sworn in

CLEVELAND (AP) — Cleveland's mayor has chosen not to swear in a police academy cadet who fired shots at a vehicle during a traffic stop while serving as a rookie officer in East Cleveland.

Mayor Frank Jackson tells WEWS-TV he made the decision right before the graduation ceremony Monday, after learning that issues with the officer's record hadn't been fully addressed. The decision comes as investigators review a different Cleveland rookie officer's fatal shooting of a 12-year-old boy carrying a pellet gun near a recreation center.

A police union leader tells WKYC-TV the union will challenge Jackson's decision about the cadet, who was listed in the graduation program. He'd been expected to be hired but closely watched during a probationary period.
