MOSCOW (AP) — The Russian prosecutor general says some 215 NGO's are bypassing a recent law on foreign funding by not registering themselves as foreign agents.

The parliament passed a new law last year, requiring all groups that receive foreign funding and engage in vaguely defined political activities to register as foreign agents, a term that carries Cold War connotations of spying.

Yuri Chaika told President Vladimir Putin on Tuesday that some 17 NGO's, like election monitoring group Golos, have received money through foreign embassies before the bill was passed, and because of this they need to register as foreign agents.

Putin has accused the U.S. State Department of funding Russian NGOs with the aim of undermining his government.
