Obama signs stopgap spending bill

President Barack Obama has signed a short-term spending measure that avoids a government shutdown and replenishes disaster assistance funds stretched by a string of storms, fires and tornados.

The president's signature on Friday was expected and anticlimactic. The legislation keeps the government running through Tuesday. At that point, lawmakers will vote on another measure that would keep the government open through mid-November.

The compromise measure passed the Senate late Monday and passed the House Thursday.

The legislation provides $2.7 billion in disaster aid. Congressional leaders reached the agreement by cutting an extra $1 billion in disaster aid that many Republicans said should be balanced with a cut in clean energy programs favored by Democrats.
