WASHINGTON (Reuters) - President Barack Obama issued an order on Monday that establishes a process for continuing to hold detainees at the Guantanamo Bay prison who have not been charged, convicted or designated for transfer.

The White House also said the administration would issue an order rescinding Obama's suspension of the filing of new charges in the military tribunals at Guantanamo.
