Summary Box: Insurance coverage excludes flooding

COVERAGE LIMITS: Flood damage was greater than wind damage in most regions hit by Hurricane Irene. Yet many homeowners will be stuck paying all repair costs because standard homeowners insurance policies don't cover flood damage. Such policies do cover wind-caused damage from hurricanes.

FLOOD POLICIES: Separate flood policies are available through the government's National Flood Insurance Program. Private insurers market the coverage.

LOW PARTICIPATION: A poll this year by the Insurance Information Institute found that just 14 percent of homeowners had a flood insurance policy.
