Summary Box: Consumer confidence rises slightly

CONSUMER CONFIDENCE: The Conference Board's Consumer Confidence Index rose to 50.2, up from 48.6 in September.

BEHIND THE NUMBER: It's still far from the 90 that's considered healthy.
