Arizona municipalities have filed a lawsuit challenging state legislation that local officials contend crossed the lines of what's legal to address during a legislative special session.
The League of Arizona Cities and Towns on Monday filed a special-action lawsuit with the Arizona Supreme Court. The suit asks the state high court to strike down provisions on impact aid, housing codes and immigration enforcement as unconstitutional.
The league's lawsuit says those provisions went outside topics covered by Gov. Jan Brewer's special session call and violate a constitutional ban on including separate measures in one bill.
House Speaker Kirk Adams says policy determinations are a long-standing part of budget-making.
