Rep. Ralph Hall (R-TX), at 91 years old, is the oldest ever member of Congress and one of the last WWII veterans serving on the Hill. But the Congressman, who was first elected to the House of Representatives in 1980, is on his way out after a loss in the first primary challenge he ever faced.
