Obamacare will add a projected 9 million individuals to Medicaid in 2014 by expanding the program to able-bodied adults below 138 percent of the Federal Poverty Level. Unfortunately for these new Medicaid enrollees, much of the coverage offered in the Obamacare exchanges will look a lot like Medicaid, with patients having access to a limited number of doctors and hospitals. In fact, a recent analysis of health insurer participation in the Obamacare exchanges by Heritage Foundation Senior Fellow Ed Haislmaier finds that 20 percent of all the health insurers offering exchange coverage have Medicaid managed care as their current principle business.
