Still, as Mr. Gates completes his four and a half years, he is widely hailed as one of the most effective leaders the Pentagon has seen. Not only has he remade the U.S. strategy in two wars, he has also axed unwanted programs totaling billions of dollars and quickly fielded new weapons, like Reaper drones and MRAP armored trucks, that have saved countless lives.
