Although Rove is in charge of hurricanes, which have been lacking this year due his new job (see Top-Secret Republican Bloggers memo #49,0078).

I think it has something to do with killing the black people of Atlanta by cutting off their water supply. A reverse stategy from our New Orleans plan.
