1) This was predicted to be a Cat. 3-4 at landfall. Luckily for NOLA, predictions aren't always accurate.

2) The city of NOLA actually did survive Katrina fine, a cat. 4-5 when it hit landfall, UNTIL the levees broke.

3) The same levees were having trouble yesterday with potential flooding of upper 9th, even with this only cat 1-2 at landfall,and even when the eye hit east of NOLA. (well, storm surge was what they got, instead of eye).
