Actually....

there are several laws requiring electors to vote for the Presidential & Vice Presidential candidate for whom they were elected. That they are state laws and that not all states have them is important, but nonetheless there are such laws. In addition, both major political parties have party rules requiring that the Elector vote for the party's candidate. While there are, I vaguely remember, some qualifications to that - e.g., on the first ballot - that is in place also.
