Speaking of which, why does North Dakota need to export people to get decent representation in Congress?

In ND the Congressional delegation brags about the amount of swag it swindles out of ol' Uncle Sam, and uses that as a reason to re-elect them.

Why would they thing people want to be treated as the welfare case of the U.S.?

And, why does it seem to work?
