If the locals won't enforce the law, and you have some kind of proof, you need to call the State Police if your state has them. If not, call the FBI in the nearest large city and explain the whole thing to them. Let them know that if they only call the chief of police in your town, you will be harassed for that.

I was ripped off by a phony record producer in South Houston. The S.H. Police didn't think it was necessary to do anything, but the FBI in Houston did go after the guy, then they went after the police dept.
