First it's the subjects that are innocent enough, then after awhile the message of "service" and "the common good" are put forth, afterwards the notion that oposition is not simply distasteful but disloyal and dangerous to the communal group. From there it is but a short step to not only justify watching nieghbors, friends and faimily but make it desireable.
