Also, "the People" are referred to in the First amendment, assuring rights of free speech, freedom of assembly and petition, and free press, and religion.
Obviously recognizing individual rights, as opposed to collective rights.
Further, "militia" is defined in Title 18 USC as basically all able-bdoied law-abiding males between app. 18 and 42 years of age (can't remember precisely). This represents the unorganized militia.

Thirteen countries
When the founders came to these shores they moved all along the coast because of movment by ship made it easy. As each group settled their areas they established their own governing bodies,thus there were literaly 13 countries. All of these "countries", had some connection to england and their own ideas on how to run there on country, and it took a whole lot of work between the governing groups to establish one central body. Under those conditions writing a set rules to live by must have been mind boggling. The one remaning truth is that the fifty states are still independent countries with their own governing bodies. To ease interstate transaction a central body was established. Over the years the states have gottn lazy and delegated more and more power to the central. This a mistake. For balance to be reistablished State govt. must take bake their power and tell the central to do what the constitution allows them.
