Remeber "Legionnaire's Disease"?
This deadly killer developing into a full-blown civilation-shattering pandemic?
Oooops... only kidding!
How about Ebola? Man, all the media jumped on that one, including novelists and Hollyweird.
Turns out it's so finicky that very few humans can successfully host it.
Only kidding, say the media again.
Of course, now the situation's compounded because Nobel-winning President of the Picayune bambi has taken a break from his crushing TV schedule to weigh in on the issue, setting aside such mundane matters as... oh, say, the WAR. And LEGISLATIVE ISSUES like healthcare! And other boring and less glamorous stuff like that.
The guy's a total moron.

everything's a crisis
People are afraid to get sick and die, so acting like everything will kill you (eggs, wine, transfats) is an easy way to divert attention from the fact that the GIP...W cannot get his agenda enacted. He's losing everywhere and is getting pilloried from all sides for not making a decision in Aghanistan...and this is how you turn attention away from all that.
And you're right...he is a moron!

flag, my take on this goes something...
...like this.
The declaration of the "emergency" isn't to distract from any one thing but rather to high-lite it. By being an "emergency" it draws even more attention towards governments' role in providing for "the good of the people". The public are shown how with government stepping in and taking the lead in this crisis a "national tragedy" was avoided.
The masses will then be told (I almost said 'informed') that this is an example of the power of government at work and that all other health care pitfalls can be made to go away in the same manner if we just pass reform immediately before all is lost.
The sad thing is, the herd will follow.

The problem for Bat Ears is that the public ISN'T buying it!
His numbers are falling through the floor, his policies are alienating huge swaths of the peeps, the number of people calling themselves "conservatives" is skyrocketing -- he's probably the best thing for THAT since Reagan; we SCDSers were right! -- and he's facing major policy resistance.
His incompetence is showing, the peeps are seeing that the Emperor is nekkid, and his Nobel simply adds to the mockability of His Royal Heinie.
Gotta love it!

AIDS, another threat used to justify loads of funding that never really materialized.
I'm not necessarily into conspiracies, but I tend not to believe in coincidence. You've got a bunch of folks whose motto is "never let a good crisis go to waste", and a steady stream of manufactured or at least greatly overblown 'crises'.
Although in a sense it is also Orwellian. In 1984 there was a state of perpetual war, to unite the nation and provide rationales to keep the peeps in line. While most libs might point to the War on Terror as an extension of that, I would like to note that there are wars that have been going on for decades, cost far more, have less to show for them, and for which there is no exit strategy or timetable for withdrawal: the war on poverty, the war on racism, the war on disease, on suffering, .....
And while there have been cases of war profiteering from the former, it pales into insignificance when compared to the looting of the latter.

Ray: I have to echo Brian on this one, as the Obama line isn't going over with the people. They keep talking, but the dog they're putting out there won't hunt. And I see your point about them using this to highlight the great good that huge government can do, but even if that were their tactic it is failing as well. There isn't enough vaccine for everyone, production is way behind, and in some places those without medical insurance are getting preferential treatment! This is not going to work for them, whether your take is right or mine is!
Brian: SCDS? Explain yourself, or I might mistake you for a gubmint agent and shoot you (metaphorically, of course....you have waaaay more actual firepower than me!)!
Philo: Right-O!! War on Poverty my black asp! War to Keep You Poor is more like it! And the Orwellian reference is dead on as well; keep the people in line by constantly switching the focus and telling them all that we're WINNING!!!!

Okay folks...
Brian: I didn't know about your subvsersive organization, since I was not a member of the group. Thanks for clearing that up for me!
Eric: Like I said, I think it's a tactic to get everyone focused on the flu so that the healthcare debate gets back-burnered a little bit. It's not working for them though, so there is going to be something else...you can count on that.
clyde: Creating the crisis allows them to "solve" it, while real decisions get kicked down the road. But hey, the recession is now over so I guess the stimulus "worked", huh?

So Obama Declares Flux National Crises
Then immediately gives about half our serium to other countries.
He's already got a "czar" that believes in forced sterilization, what better way to implement that policy than every couple of years have an epidemic and crises.
Folks'll come running in Begging for a shot.
Of course the whole thing could be an experiment in Pavlovian theories. Or like Orwell's "Time Machine" where the subterranians would sound the alarm and all the people would run to the caves to hide...

I never read the Orwell work you cite, but I can guess that when all the folks run to the caves they get 86ed. I don't know if Obama is THAT bad, but I honestly believe that he and his cronies are blatantly using the H1N1 as a distraction, and may end up using it as a way to trumpet the goodness of big government...if they are able to get the vaccine to the people. But they are likely to fail on that score, since people are finding out that while civilians here cannot get the vaccine, it is being offered to the Gitmo detainees and to European nations first. Even if vaccine production is ramped up, balls to the wall style, I don't think enough can be quickly delivered here at home to make people let go of the fact that others were deemed more important than the citizens who basically pay for this stuff!
