cost less than 200 billion per year ... that's not half of 1.3 trillion (the 2008 number he uses as his benchmark) ...

So he thinks he can find 400+ billion in waste ... that means that over 30% of all non defense spending is waste ... which it may very well be ... but that man has never spent less on anything in his life ... doubt he'll start now ...
