Which is why it probably has no chance of being implemented. We're at a complete impasse on the illegal immigration issue, but I'm afraid far too many people - businessmen and others who employ illegals, politicians trying to avoid a "third rail" issue, and apathetic Americans - have a vested interest in maintaining the status quo.
