Reagan could not achieve a lot of what he wanted to because he simply did not have the votes in Congress. A U.S. President is not a dictator, he needs congressional approval to pass his policies. The same goes for Ron Paul, do you think that Ron Paul could succed in passing all of his ideas with a Democratic controlled congress? No he would be utterly unable to achieve his goals under such circumstances, just loke Reagan in the 1980's. What is amazing is how much Reagan did achieve despite having a Democratic controlled congress!
