SLAPP: Slander or Harassment?

I recently took offense to a municipal utility district putting a 1 million gallon water treatment plant in the front of my subdivision. This plant just popped up. No public meetings, no advanced warnings. It is being built in a park area owned by the City, but leased to the MUD on a 1 dollar a year lease. I went to their meetings and voiced my objections, particularly bringing up discontinuities in their statements about the well and its progress. At the next meeting, I was advised not to make statements that I couldn't back-up. I felt threatened by this little drop of government that I had, up to this point, felt worked for me as a tax paying citizen. You're article is interesting. My find myself in a similiar situation.
