Employee Retaliation

BD has a method of firing 1 day and hiring the next day. There is a certain group of managers that control this. I was laid off several years ago after 5 years of service.
My concern is the BD managers are mischief in there actions.
I was giving a feed back to a fellow employee in a written performance review. This was new to BD at the time. I like to give 3 recommendations to the person I critique. 2 good comments and 1 constructive criticism. It was leaked to the employee that I dissed him. This could only come from management. I was later dissed by that employee in his appraisal. I suspect mis-doings amongst BD managers.
Like I said BD lays off every October. They call it Black October. Then, they hire new people.
BD managers (I can name names) should be brought to bear (not just the president who just got replaced) for this action because it brings most employees to the breaking point every year. Especially the ones with many years of service!
