You're correct to mention that all presidents tank during their second term (FDR excepted). Even Washington had a rocky second 4 years and knew it was a bad idea to run a third time. And across the Pond, Churchill was booted from office in 1945. Of course probably the worst second term belonged to Lincoln, at least according to those who believe he hastened its end.

Anyway, I never listen to the current arbiters of presidential legacy. They can't possibly know what they are talking about.
