First of all, the rate is 30% not 23%. Secondly, even if the theory is correct and prices wouldn't change (which even if the theory is correct, the price differentials wouldn't be uniform) there'd still be a HUGE incentive to buy used or buy on a black market. Thirdly, the whole thing is a theory -- it has never been implemented anywhere. Meanwhile, approximately two dozen countries have successfully implemented flat tax plans, and they are working great.

On the black market... I can foresee a substantial whistle-blower reward to tips on businesses that go black market.

On the theory... a democratic republic was theory until someone (our founders) tried it.
