Busting the Myth that "Tax Cuts Pay for Themselves"

I think whether or not tax cuts pay for themselves is not so much the point than all the spending and the "pork" that money is being wasted on. Perhaps a policy that states that federal spending should be able to show a direct benefit to atleast 50% of the nation is allowable spending and spending bills or riders that benefit only afew or one state should not be allowed is what we need. State governments should also take this approach where they should benefit at least 50% of their states on their bills. This would really localize politics to the point where people will have to find real solutions to their problems rather than pass the buck to the next higher politician.
