The premise

...of the question is flawed. While, arguably, as the Founders initially imagined, it is better for the states to undertake an activity than the federal government because the adoption of different methodologies helps discoer new and better methods of acomplishing something, that is not relevant to the question asked.

The problem with governmental involvement in the economy (particularly in the charity business) is not a federal vs. state issue. It is state involvement at ANY level that is the problem and has demonstrably made things worse. The chief result of several trillions spent on Welfare programs has been to materially INCREASE poverty. If we were not the most generous society in history (hence the response to the tsunami victims which was greater than by any government on the planet), imagine how much worse things would be.
