The first group far outnumbers the second and would have little problem controlling them if not for the third. The third group is actually made up of members of the first two. Some particularly adroit members of the second entice many of the first group through lies and deceptions into believing they are actually acting in the best interests of other members of the first group when, in reality, they are letting their predilection for power, money, and material things lead them down the path to destruction. Sounds almost biblical, doesn't it?

I understand what you're saying about the third being made up of members of the first two, but I prefer to draw sharp lines and divide them this way:
The first type (regular folks) only want to govern themselves and those for whom they are responsible (i.e. their children).
The third type (politicians and activists, mostly on the left, but not totally devoid of representation on the Right) wants to govern YOU.
The second type are criminals, period. They may want to govern you (i.e. criminal politicians and activists), but they can't or won't govern themselves.
I narrow the third type to those without criminal intent or action. They may be despicable for their desire to stick their nose into your business, but they aren't criminals. At least not in a strictly legal sense.
You are right. The first could handle the second if left alone. Lock 'em up. Rehabilitate 'em if you can, but the main thing is protect the innocent from them.
Unfortunately, the third group can always be counted on to foul things up (No Death Penalty!). They are morbidly fascinated with the second group (Free Mumia!), and are pretty callous about their victims.
But that's just my take, you certainly could have variations with overlap and whatnot.

As for the Clintons, I feel the same way about them that I do about Jimmy Carter, only more so - "How can I miss you if you won't go away?"
Ignore every negative about Hillary Clinton except for her power-madness, and that alone is enough to make me run from her screaming. I don't want to be governed by anyone who is that obsessed with governing me.
