Answering the question with "it's above my pay grade" is equivalent to voting "present." It means he does not want his true opinion on the record. That's why he is rightly criticized for his answer.

The idea of life and when it begins is not a legal issue it is a moral issue and if Daninreallife wants to ignore that then fine.
