I think the SCOTUS has already declared the line-item veto unconstitutional.

I'd prefer a provision that all budget items be submitted apart from any other legilstation (to avoid the pork barrel add-ons, which IMHO are just glorified bribes to line the pockets and assure re-election of the crumby professional polititians)

Not sure how I feel about your proposed salary caps. Somebody is bound to say that it is going to be prone to illegal activities in order to get mitts on that dough (as if that is a change).

How will you deal with the abolishment of the Federal Income tax? How will you phase out SS and other entitlement programs? Fund the Military etc. (which I think IS the purview of the Fed)

Will each state determine their own state tax and allocate a portion to cover Government salaries etc?

I just don't see it happening...but I'd sure love to see the 16th Amendment abolished and replaced with something to keep the Government hands out of the cookie jar.
