You are exactly right. Jefferson's "Manual and Rules of the House of Representitives" says you can not engage in "personality". Heck, they don't even refer to each other by name, rather, "The Gentleman from Texas," etc.

You can blast away at his proposal, or call his methods a $ $ inine, but the first time you direct a slur towards the PERSON, you are in violation.

But that's it. There's no apology needed or indicated for anyone else. He owed the House and the President an apology, no one else.

Of course, Ms. Pelosi has NEVER called Bush a liar, now has she?
