The Minnesota guard troop that emailed this to a friend in Milwaukee said they meant it as a humorous reaction to Kerry's botched joke. Don't make it out to be anything more than that.

Of course it's a joke, but when I get it sent to me by a mother of two marines currently in Iraq with a note saying "Thank God I didn't vote for Kerry" you realize that there's some truth to the joke.

In fact that's usually what makes jokes funny... the element of truth.
