Now, I wonder how likely we'll be to have any of these provisions become law -- let alone be enforced when already law.

The obvious. We don't get enforcement with the old ones. I think they should put enforcement provisions in there with the law. Then they will know exactly what to expect as far as a workload, and so would we all.

Good list. Not so complicated when you are not trying to write amnesty into it. That you say expemption could be a bone of contention: well, not from my perspective. A few people willing to talk about the problems going back to early eighties mention the start of sancuary policies in churches. Call me stupid but isn't that about the time it started ramping up. Why not consider doing such a thing contributing to (creating) the problem? Still, I bet they'd find a way to turn it into a civil rights-type protest mantra.

I think most problems came with the guest deal which some legislators insisted on. But keep it simple. The only part I was not sure of is #9 and what you said.( tying it)

The simpler they make it though the better, if there must be one. Details aside:

As labor is needed for limited numbers of jobs, the US reserves the right to raise or lower the required number using strict justification. Anyone who comes to fill a job should know: 1) it is not a guarantee to stay here, or for citizenship; and 2) it is no guarantee of a job. (take that up with your buds) I don't think they'd like or desire a competitive-based system.

Not bad for sure...

...but it'll take a Duncan Hunter to implement something like this. All the others will wuss out, I fear. F. Thompson might do it. Unsure yet.
