The Only Sane Term Limits

I prefer outright term limits altogether, rather than your "one on, one off" plan. I believe 8 or 10 years in the House and 12 years in the Senate is plenty, along with 8 in the Presidency and 12-15 in the Supreme Court. That's plenty of time to work through the ranks to ensure that the leadership has some experience, without giving them time to build a fiefdom and enlarge their power.

I also think it would be good to increase the number of Representatives, making the districts smaller and thus closer to the people, as well as decreasing the cost of running for office. This would make Representatives more accessible to their constituents, lower the impact of large individual and corporate donors, and open up the offices to more potential candidates.
