Handing it to the United Nations would be terrible, but I can imagine an organization of nations primarily concerned with Islamic terrorism (and other nationalist terrorist groups) working in joint operation. India, Israel, United Kingdom, Japan, Afghanistan and possibly Germany, France and Spain come to mind as members.

The UN should be the first entity excluded from such an alliance. You can't share intel with an organization who is mostly made up of unfree nations.
